Help with Unicorn Mount (not mithril ones)

I am a very old player returning after many years. I want a unicorn mount, just one of the CL5 variety (black or silver). The merchant in the throne room does not have any. Nor are their vouchers for the quest with the royal stablemaster. I can start the quests for the more advanced horses (gem, storm, kelpie, etc) but all unicorns are missing. I find the ones on the mithril merchant but not the ordinary black, silver, grey, rainbow. What am I missing? Most of my characters are CL10. Do I need to be CL15?

    As an addendum, the older information on the web states that the basic unicorns are for CL5. To be clear, this is now incorrect and outdated?

    I’m not sure, I just know that not at all the quest vouchers show up on the merchant until you are Champ 15.
