Archery Shot Cooldowns

Currently if you shoot a power/crit/pb (any shot on a timer) at a target, but it fails to hit the target (ie. stealthed target now out of range, target ports out, etc)... the shot goes on cool down, even if it fails to hit/miss/block/parry/evade/damage. This appears to be a bug, affecting archers as a whole.

Archery shots should only go on cooldown if they are blocked/parried/miss/hit/evaded/etc - not if someone goes out of range and/or ports
