Can someone clarify the below for me as I'm struggling to understand the wording.

Item Stat Changes

The Mythical Stat and Stat Cap bonus will no longer be applied to items.
All Mythical Stat and Stat Cap bonuses have been converted to Mythical Stat Cap bonuses and the commensurate base stat has been added (or increased if already there) to the items to compensate.
For example, an existing item with '+10 Mythical Strength Stat and Stat Cap' now has '+10 Strength stat' and '+10 Mythical Strength Stat Cap'.
For example, an existing item with '+15 Strength stat' and '+15 Mythical Strength Stat and Stat Cap' now has '+30 Strength stat' and '+15 Mythical Strength Stat Cap'.
This change should simplify stat calculations, the client– side display of character stat totals, item delves, and corrects an issue where it is possible to go over existing stat caps in extreme cases.

So lets take Demonic Starkakedja Sleeves:

Magical Bonuses
Basic
Strength 13
Dexterity 13
Acuity 13
ToA
Toa Cast Speed 2%
Toa Heal Bonus 5%
ToA Overcap - Dexterity 5
ToA Overcap - Acuity 5
Mythical
Mythical Stat/Cap - Dexterity 5

Does that mean these will essentially read like this now:

Magical Bonuses
Basic
Strength 13
Dexterity 18
Acuity 13
ToA
Toa Cast Speed 2%
Toa Heal Bonus 5%
ToA Overcap - Dexterity 5
ToA Overcap - Acuity 5
Mythical
Mythical Cap - Dexterity 5

Literally meaning the item is getting better or is it the same and the delve is different?

It’s the same item just a bit easier to understand in the delve

from what i can tell, in that case, the item remains identical. 5 points to dex has been added to compensate for the fact that the mythical stat/cap no longer added 5 points to dex and just increased the cap?

These are both correct, the item's overall stats are not changing at all.
