is the Reforming Energies NPC bugged?

The Trogo Zontanos Mageia guy isn't giving me anything for my reforming energies. It worked for about three times then I ran out of energies, went to get more and when I came back it wouldn't trade with me anymore. Then I tried with a different character, still no luck.

I'm sorry to say this did not work out for me. I think I wasn't supposed to stack the energies together.
