Item bonus level

I always thought the bonus level on player crafted armor was based on the level of proc placed in it, no? I got 5 pieces of 102AF armor for a molvik toon with the lvl 35 reactives and the bonuses are all over the place from 22 to 41. Full over charge as well on a couple pieces too and 99 quality.

its outdated but still useful. its all about the imbue points (look at the table).
