They aren't there... I can't seem to find any information on them. Have they been moved or removed? Also, is there a glass for bounty point merchant or something?

Correct. They were reduced because you also get Action, BPs and potential RPs. The fastest way to straight up level is via the town quest chains and classic dungeons.
