Valk Solo/Small Man
Stat Caps are low but when you are trying to fit in every toy for soloing/small man you lose caps from the loyalty cloak, and the only other place to get them are the neck which GmoV is better for solo or belt but the str cap/dex cap are needed plus the casting speed. And the only other place to get it would be an OW ring but I need the stats from the ring. This was the only way I could get 76 quick which is a bit low but doable other than using Shades of the Mist which isn't great if you are trying to ride a horse. It has 9% melee speed, but when I check Excideo it says 250 quick 9% item and 15 celerity is 1.51 speed, so I don't think that's a huge deal. And it is fixed weapon; it has the cl 15 valk spear in it, but if you aren't running in a group with healer celerity you probably won't switch to the Drakulv Hunting Spear. Some optionals are the Shield of Anarchy with Drakulv Fated Hammer. I usually run 47 shield 41 spear, 42 mend, 13 OW, and rest parry. The pin and brace are real nice for survivability. I suppose since it has the Freezing Savior Vest, you could run higher OW so you could get both shears off your target.
